Commission opens infringement procedures against Belgium, France and Portugal on road safety assessment

The European Commission has opened infringement procedures against Belgium, France and Portugal for failing to carry out the network-wide road safety assessment required under the Road Infrastructure Safety Management Directive. The Directive applies to all roads on the Trans-European Transport Network, as well as all motorways, primary roads connecting major cities and regions, and all interurban EU-funded roads. Member States had to carry out the assessment by 2024 and report the safety classification of their networks to the Commission by 31 October 2025. France and Portugal have not sent their reports, while Belgium has sent only partial results. The three countries now have two months to respond; in the absence of a satisfactory response, the Commission may issue reasoned opinions.
