ETSC and TISPOL – the European Traffic Police Network welcome today’s European Parliament vote to approve a new law enabling police to enforce penalties on foreign motorists who break traffic rules. Cuts in traffic police numbers have been blamed for a rise in those killed and seriously injured on UK roads. Figures revealed in February show that overall deaths in the year to September 2014 rose by 1% with the total number for those killed or serious injured up by 4%. Scotland has begun enforcing a new drink driving limit of 0.5 g/l, while Lithuania will introduce a zero tolerance limit for some commercial and novice drivers from next month. A new report for the French interior ministry recommends lowering the drink-driving limit in France to 0.2g/l for those who have held a driving license for less than two years. The government of Lower Saxony has announced that it will host Germany’s first trial of average speed checks, also known as ‘section control’. The decision by Germany’s second largest state has been welcomed by the German Road Safety Council (DVR). ETSC’s Swiss member BFU has called for an increase in the number of speed controls outside of urban areas, pointing to 2013 statistics that showed 52% of speeding-related serious injuries and deaths occurred on inter-urban roads where only 4% of speed checks were currently being carried out. 98% of speed controls in Switzerland are carried out by fixed safety cameras, the remaining 2% by non-automatic cameras placed in special locations or in vehicles. ETSC’s member the Belgian Road Safety Institute (BIVV-IBSR), has used a crowd-sourcing technique to aid the police in planning Belgium’s first speed enforcement ‘marathon’.
