A new study has shown that films demonstrating responsible behaviour could lead to young drivers taking fewer risks on the road than if they only saw videos aimed at provoking fear of accidents. The Netherlands has begun issuing fines following detection of mobile phone use by a new generation of cameras, the first EU Member State to do so. Since last month drivers holding a phone behind the wheel can be photographed by smart cameras. If the system determines that the driver is holding a phone, the photo is automatically forwarded to the relevant agency where an investigating officer will determine whether there is indeed a violation. The UK government will change the law next year to ensure all handheld use of a mobile phone while driving is banned. The Spanish directorate-general for traffic (DGT) is testing a new mobile speed camera that can detect speeding from up to 1km away, and can also detect mobile phone use and seatbelt wearing. The new mobile enforcement device, which could be approved and in use by the end of the year, would still only be able to apply a speeding penalty from 80-100m away under current rules.
A new survey for SWOV, the Dutch Institute for Road Safety Research, has shown that drivers are increasingly playing games while driving: 8.2 percent admitted to sometimes playing games while driving in 2019, up from 3 percent in a 2017 survey. 70 percent of drivers admitted to using their phone in some way while driving, for example to use navigation or music software. A new study by the UK’s transport research laboratory (TRL) shows that the latest in-vehicle infotainment systems that display smartphone apps on in-car displays impair reaction times behind the wheel more than alcohol and cannabis use. The study found that reaction times at motorway speeds increased average stopping distances to between four and five car lengths. Within two days of new rules on distracted driving coming into force in Romania this month, 310 fines were issued by the police, according to official figures. The Italian parliament is close to agreeing on a range of changes to the highway code including higher penalties and license suspensions for using a phone at the wheel, and a new road classification for school streets with a 30 km/h limit. The Irish transport minister Shane Ross has called for tougher penalties for drivers that speed. Responding to the latest road death figures for Ireland, which were lower than the previous year, he told the Irish Times newspaper that speeding should be treated like drink driving, with more penalty points for those that exceed speed limits by a higher degree. A number of national surveys across Europe have revealed worrying attitudes to the use of mobile devices while driving. Campaigners are calling for better enforcement, higher penalties, technological solutions and education to raise awareness of the risks. The next version of the standard software included on Apple’s iPhones will include a feature that detects driving and then blocks distracting notifications including calls and messages. The overridable feature, known as ‘Do Not Disturb While Driving’, will operate automatically once the phone’s owner has opted-in to the feature the first time the phone detects driving. The German Road Safety Council (DVR), an ETSC member, has launched a new national communications campaign with three key messages: slow down; keep your distance and hands off your phone. For the first time the campaign also looks at the numbers of people affected by every road death including family and friends, colleagues as well as the emergency workers that have to deal with the carnage. Drivers in England, Scotland and Wales caught using their phones at the wheel within two years of passing their test will have their driving license taken away under a new law that came into force on 1 March.
