The European Parliament is urging the European Commission to consider mandating regular technical inspections for all motorcycles in all EU Member States when vehicle roadworthiness rules are revised in 2023.  Only motorcycles above 125cc are required to be checked under rules on regular technical inspections today, though many EU member states require checks on such vehicles anyway. The EU roadworthiness package was last revised in 2014 and consists of Directive 2014/45/EC on Periodic Roadworthiness tests, Directive 2014/47/EC on technical roadside inspections of commercial vehicles and Directive 2014/46/EC on the requirements for issuing registration certificates with implementation in May 2018. ETSC says the EU’s rejection of regular mandatory technical checks on motorcycles and scooters is a missed opportunity for reducing road deaths in Europe. The European Commission has launched proposals to revise the roadworthiness legislation as part of a new initiative to improve road safety. The first instrument is a revision of the 2009/40/EC Periodic Roadworthiness Directive. The second covers the revision of Directive 2000/30/EC on technical roadside inspections of commercial vehicles.
