Five member states fail on driving license rules

The European Commission has decided to refer the Czech Republic, Estonia, Italy, Portugal and Slovenia to the Court of Justice of the European Union for failing to correctly transpose European rules on driving licences. In particular, the Czech Republic failed to ensure in the period 2004-2011 that driving licences were only issued to people residing in the Czech Republic.
